Stradbroke Health Centre Refurbishment

The Parish Council is proposing to upgrade the building to ensure energy efficiency, increased capacity and accessibility:

  • By installing installing energy efficiency measures, the building will be a more pleasant place to work and visit.

  • Improved access from the car park alongside an accessible counter will ensure equality for all.

  • Additional consultation and storage space within the current foot print, will enable the Medical Practice to increase the opening hours and therefore the number of appointment slots available.

Increased capacity:

  • Finish 1st floor to allow for additional rooms and storage:

    • Flooring

    • Plasterboard and mist cost of paint.

    • Electrics and first fit plumbing

  • Install new staircase and fire door

  • Relocate cleaners cupboard

  • Install hot/cold air conditioning to allow improved temperature control in all rooms.

Accessibility:

  • Clear shrubs at the front (centre of photo of building).

  • Install 2m x 3.5m path.

  • Install accessible counter to dispensary

  • Remove benches and replace with appropriate seating.

  • Replace all carpets with washable safety flooring.

  • Redocrate throughout once works complete.

Energy efficiency:

  • Replace all windows with white UPVC double glazed units (including FENSA registration).

  • Wire and fit LED battens and/or bulkhead lights in all rooms.

  • Install Solar PV panels and battery.

  • Ensure insulation throughout the building is to current specifications.

Funding:

The estimated cost of the works is £120,000.

 

A health related CIL bid for £90,000 will be made shortly.

A contribution of up to 25% of the costs from other sources will be required, this would equal £30,000 – the Parish Council could use Neighbourhood CIL to fund this.

 

Should a CIL bid be unsuccessful, then an application for a Public Works Loan may be submitted. 

 

The exact cost of the loan is uncertain given the current economic climate, however an estimate of the cost is:

​

£90,000 loan to be repaid over 10 years (remaining term of current lease) estimated cost £11,300 per annum (as at 1st October). 

​

The cost of the loan will be paid from the rent.  

A rent review has recently taken place and the revised rent as calculated by the District Valuer is £22,400 per annum.
